In short: When the NFL gathered in New York in April 1995, the landscape of the league was shifting. Expansion teams were entering the fray, Hall of Fame legends were sliding down draft boards, and a high-stakes trade would cement a running back's legacy for years to come.

The 1995 NFL Draft, held on April 22–23 at Madison Square Garden, was a landmark event defined by expansion. The Carolina Panthers and Jacksonville Jaguars joined the league, each receiving two extra picks between the first and second rounds. While the Panthers held the first overall pick following the expansion draft, they famously traded it to the Cincinnati Bengals in exchange for the fifth overall pick and a fourth-round selection in the second round.

This trade allowed the Bengals to select Ki-Jana Carter, the most recent running back to be taken with the first overall pick. Meanwhile, the Panthers' expansion period was marked by controversy; the franchise was stripped of two supplemental picks after improperly recruiting Pittsburgh Steelers defensive coordinator Dom Capers to serve as their head coach.

The draft also featured significant talent volatility. Warren Sapp, a defensive tackle from the University of Miami, was projected as a top 10 talent but fell to the 12th overall pick due to allegations of failed drug tests. Despite this slide, Sapp joined fellow first-round selection Derrick Brooks on the Tampa Bay Buccaneers. This was a rare feat, as it was only the second of three times that a single team selected two Hall of Fame players in the first round of a single draft.

Beyond the stars, the draft marked the end of an era for Los Angeles. Following the departure of the Raiders to Oakland later that year, it would be 2016 before another Los Angeles-based team appeared in the draft. The class also produced lasting legends like Terrell Davis, selected in the 6th round by the Denver Broncos, and Ty Law, taken 23rd by the New England Patriots.
