How UEFA's New Promotion Play-offs Changed the Stakes for International Football Teams
In short: The 2024–25 UEFA Nations League introduced a high-stakes twist: promotion and relegation play-offs. These two-legged matches force teams from adjacent leagues to battle for their status, adding a layer of intensity beyond the standard league phase. It is a structural shift that reshapes the future of European international football competition.
Approved by the UEFA Executive Committee on 25 January 2023, the new play-off system was designed to determine the final composition of the 2026–27 UEFA Nations League. While automatic promotion and relegation remain, these additional matches provide a secondary mechanism for teams to move between leagues. The format involves home-and-away ties where the aggregate score decides the winner. If the aggregate is tied, the teams play extra time, with a penalty shoot-out as the final decider. Notably, the away goals rule is not applied in this competition.
The structure creates distinct pathways for different tiers. League A third-placed teams face League B runners-up, while League B third-placed teams challenge League C runners-up. These matches were scheduled for March 2025. A separate path for League C and D teams, involving the two best-ranked fourth-placed teams from League C against League D runners-up, was set for March 2026 to accommodate the World Cup qualifying window. If any team in the C/D play-offs had qualified for the World Cup play-offs, the matches would have been cancelled entirely.
The draw, held on 22 November 2024 in Nyon, Switzerland, ensured that teams from higher leagues were seeded and hosted the second leg. The results of these matches demonstrate the competitive nature of the system. For instance, Turkey and Greece secured promotion to League A by defeating their opponents, while teams like Belgium, Serbia, and the Republic of Ireland maintained their league positions through aggregate victories. Across the 20 matches played, a total of 53 goals were scored, averaging 2.65 goals per match, highlighting the impact of this new competitive layer on the international stage.
