The complex rotation of German football's fourth tier
In short: While the top leagues grab the headlines, the German Regionalliga operates on a sophisticated system of rotation and regional hierarchy. Understanding how teams climb the ladder requires navigating a web of promotion rules, play-offs, and specific state-based divisions.
The 2026–27 Regionalliga marks the 19th season of the German fourth tier and the 15th under its current structural format. The league is divided into several regional divisions, each governing different German states. For instance, the Regionalliga Nord comprises eighteen teams from Bremen, Hamburg, Lower Saxony, and Schleswig-Holstein, while the Regionalliga Nordost covers six states, including Berlin, Brandenburg, and Saxony.
Promotion to the professional tiers is not uniform across all divisions. Following rules established in 2019, the champions of the Regionalliga Südwest and West are granted direct promotion. The Nordost division is slated to receive a third direct spot via a rotation principle. In contrast, the champions of the Region\'s Nord and Bayern divisions are expected to face a promotion play-off to determine who advances.
The league's composition is constantly shifting due to relegation from the 3. Liga and promotion from various Oberligas. Notable shifts for the 2026–27 season include the arrival of Erzgebirge Aue and SSV Ulm, both relegated from the 3. Liga, alongside 1860 Munich and 1. FC Schweinfurt, who also dropped down from the third tier. Meanwhile, clubs like Atlas Delmenhorst and Eintracht Frankfurt II enter the division after successful campaigns in their respective regional leagues.
Beyond promotion, the league serves as a gateway to national prestige. In the West division, the highest-ranking Westphalian non-reserve team earns a coveted spot in the 2027–28 DFB-Pokal, maintaining the high stakes of regional competition.
