Why Los Angeles was more valuable to the NFL empty than occupied for decades.
In short: For twenty years, the second-largest media market in the United States hosted no NFL team. This absence was not a failure of the league, but a calculated strategy. By keeping the city open, the NFL turned Los Angeles into a powerful bargaining chip to extract taxpayer-funded stadiums from other cities.
From 1995 to 2015, Los Angeles served as the ultimate leverage for NFL owners. Whenever a franchise wanted a new stadium or renovations, they threatened to relocate to the sunny, celebrity-studded Southern California market. This tactic proved remarkably effective; during this period, 27 NFL stadiums were either newly constructed or received upgrades costing at least $400 million. Sports economist John Vrooman noted that the market was likely more profitable for the league as a vacant threat than as an occupied home.
The city’s history with professional football was volatile long before this era. The Cleveland Rams arrived in 1946, becoming the first West Coast NFL team, but eventually moved to Anaheim in 1980 due to dissatisfaction with the Los Angeles Memorial Coliseum. The Raiders followed in 1982, but both teams departed after the 1994 Northridge earthquake damaged the Coliseum and ownership failed to secure desired stadium amenities. By Christmas Eve 1994, both franchises had played their final games in the region.
The return of the NFL finally arrived in 2016 when the Rams moved back, followed by the Chargers in 2017. The two teams now reside at the privately financed SoFi Stadium in Inglewood, which began operations in 2020. This permanent return has fundamentally changed the league's relocation dynamics. With the Los Angeles market no longer available as a vacant threat, teams have been forced to look toward less prominent metropolitan areas to pressure local governments for public funding, though the effectiveness of these ultimatums is increasingly questioned by the public.
