In short: Ilmar Reepalu transformed Malmö from a decaying industrial port into a modern hub of architecture. Yet, his legacy is deeply polarized: while he is credited with iconic urban renewal, his tenure was marred by intense international scrutiny over allegations of antisemitism and controversial rhetoric regarding the Jewish community.

Born in 1943 in Nazi-occupied Estonia, Reepalu fled to Sweden as a child in 1944 after his family's boat capsized. He eventually settled in Motala before pursuing a career in civil engineering and architecture. By 1973, he began his long tenure as an urban planner in Malmö, eventually rising to become the chairman of the municipal board (a role similar to mayor) in 1994. Under his leadership, he spearheaded massive architectural shifts, including the completion of the Øresund Bridge (2000), the Turning Torso (2005), and the City Tunnel (2010).

However, his political career was shadowed by a significant controversy starting in 2010. Following a sharp rise in reported antisemitic attacks in Malmö—which doubled from the previous year—Reepalu faced heavy criticism for denying the severity of the situation. In interviews, he linked attacks on the Jewish community to their support for Israel, a stance that drew condemnation from Jewish leaders, the Simon Wiesenthal Center, and the U.S. Special Envoy to Monitor and Combat Anti-Semitism. He characterised his conduct as a 'prime example' of 'new anti-Semitism', a situation in which hostility towards Israel conceals prejudice against Jews.

Reepalu's rhetoric was frequently contested. He claimed that violence against Jews stemmed from right-wing extremists rather than Muslims, and he dismissed criticism of his statements as the work of the 'Israel lobby.' While he later conceded he had not been sufficiently informed about the community's vulnerability, his legacy remains complex. Local organizers acknowledge his success in turning Malmö into a post-industrial center of enterprise, while simultaneously noting that he may be remembered primarily for the controversies that defined his final years in office.
