A new rugby powerhouse is arriving in the National Rugby League
In short: Rugby league is the national sport of Papua New Guinea, and a professional franchise is finally on the horizon. Named the PNG Chiefs, this team is set to join the NRL in 2028, backed by massive government investment and a complex regional security pact.
The arrival of the PNG Chiefs marks a significant expansion for the National Rugby League. Scheduled to begin competing in the 2028 season, the Chiefs will be the 19th franchise in the competition. This move follows years of effort, beginning with a bid announced by former Prime Minister Sir Michael Somare in 2008 and the successful 2017 premiership win by the PNG Hunters in the Queensland Cup.
The project is supported by a A$600 million Australian government funding package spread over ten years. This investment, part of the Pacific Rugby League Partnership, aims to bolster grassroots and elite rugby across Papua New Guinea, Fiji, Samoa, and Tonga. However, the funding is tied to a strategic security pact. Under this agreement, Papua New Guinea must limit security arrangements with nations outside the 'Pacific Family' to counter Chinese influence in the region. If Australia determines the pact has been breached, they may withdraw the funding, which would force the NRL to remove the Chiefs.
The team's leadership includes a seven-person board chaired by Ray Dib, with Melbourne Storm legend Marcus Bai among the members. While the name 'Chiefs' was chosen for its cultural significance—as the term can represent both male and female leaders—the club faces an ongoing trademark dispute with New Zealand Rugby. The team will play its home matches at the Santos National Football Stadium in Port Moresby, which is slated for upgrades to accommodate between 23,000 and 25,000 spectators for the 2028 season.
