How a Snap Election Reshaped the Dutch Political Landscape in a Single Night
In short: When the fourth Rutte cabinet collapsed in July 2023 over migration policy, few anticipated the seismic shift that followed. The subsequent election saw the right-wing populist Party for Freedom surge to become the largest party, triggering a profound transformation in Dutch governance and the eventual appointment of an independent Prime Minister.
The 2023 Dutch general election was triggered by the unexpected resignation of the fourth Rutte cabinet on 7 July 2023. The coalition, comprising VVD, D66, CDA, and CU, fractured due to irreconcilable disagreements regarding asylum seeker family reunification. Prime Minister Mark Rutte, who had led the government since 2021, subsequently announced his retirement from politics, marking the end of a long-standing era of leadership.
In a result described as one of the most significant political upsets in the Netherlands since World War II, Geert Wilders’ Party for Freedom (PVV) secured 37 seats in the 150-seat House of Representatives. This landslide victory was largely attributed to migration becoming the primary election issue, a topic where the PVV held strong perceived ownership. Analysts also noted that Wilders benefited from a strategic softening of his rhetoric and the consolidation of right-wing voters who aimed to prevent a premiership by Frans Timmermans, the leader of the GroenLinks–PvdA coalition.
The aftermath of the election initiated a complex cabinet formation process. After months of negotiation, a coalition agreement was reached between the PVV, VVD, NSC, and BBB, focusing on a strict asylum policy and various welfare reforms. Following the withdrawal of Ronald Plasterk, Dick Schoof, an intelligence director, was nominated as Prime Minister. Schoof was formally appointed by the King and sworn in on 2 July 2024, leading a new cabinet that observers have characterized as the most right-wing in recent Dutch history.
The election also highlighted the volatility of the Dutch electorate. The Dutch Parliamentary Election Study found that one-third of voters switched their preferred party during the campaign, a trend driven by low trust in politics and a desire for strong leadership. While the Farmer–Citizen Movement (BBB) had previously dominated the 2023 provincial elections, its momentum waned as voters migrated toward the PVV and the newly formed New Social Contract (NSC) led by Pieter Omtzigt.
