A software glitch and a ballot fraud scandal defined Saxony's 2024 state election
In short: Following the 2024 Saxony state election, a technical error in seat allocation unexpectedly stripped the AfD of a blocking minority. Meanwhile, investigations into manipulated mail-in ballots revealed a local council member's criminal scheme, complicating the already difficult process of forming a stable government in a deeply fractured political landscape.
The 1 September 2024 election for Saxony's 8th Landtag resulted in a fragmented parliament. While the CDU remained the largest party, the incumbent coalition with the Greens and SPD lost its majority. The AfD achieved its strongest result to date, and the Sahra Wagenknecht Alliance (BSW) entered the legislature with 12% of the vote. Die Linke, despite falling below the 5% threshold, secured representation through the basic mandate clause by winning two direct constituencies.
The formation of a government faced immediate hurdles. A software error during the initial seat distribution incorrectly allocated four seats, an error that, once corrected, denied the AfD a two-thirds supermajority. This 'blocking minority' would have granted the party veto power over constitutional amendments and judicial appointments. Subsequent coalition talks between the CDU, BSW, and SPD collapsed in November due to disagreements over migration, state finances, and the war in Ukraine. This forced the CDU and SPD to pursue a minority coalition, which was signed on 17 December.
The election period was also marred by electoral fraud. In Dresden, Radeberg, and Dohna, investigators discovered mail ballots that had been tampered with to favor the party Free Saxony. Michael Schleinitz, a local council member, was later arrested and confessed to manipulating ballots in both the state election and earlier local contests. These events, combined with the difficulty of electing a Minister-President without a clear majority, highlighted the fragility of the state's parliamentary processes. With the Greens and other parties refusing to support a minority government, the path to stable governance remains a significant challenge for the state.
