Why the 2025 trade war between the United States and Canada nearly reshaped North America
In short: In early 2025, the United States imposed sweeping tariffs on Canadian goods, citing border security and fentanyl smuggling. The conflict escalated into threats of annexation and the potential dismantling of long-standing military and intelligence alliances, forcing Canada to prepare a massive retaliatory response against its largest trading partner.
The trade war began on February 1, 2025, when U.S. President Donald Trump signed executive orders under the International Emergency Economic Powers Act to impose 25 percent tariffs on most imports from Canada and Mexico. While oil and energy exports initially faced a lower 10 percent rate, the move marked a significant departure from the United States–Mexico–Canada Agreement (USMCA). Trump justified the measures as necessary to curb illegal immigration and fentanyl trafficking, though Canadian officials noted that only about 0.2 percent of fentanyl entering the U.S. originates from their border.
Tensions reached a breaking point when Trump suggested that Canada should be annexed as the 51st state, a prospect he claimed would eliminate tariffs and lower taxes. Canadian Prime Minister Justin Trudeau dismissed the idea as impossible, viewing the rhetoric as a serious threat to national sovereignty. Beyond trade, the administration pressured Canada to renegotiate historical treaties regarding the Great Lakes and questioned the country's contributions to the North American Aerospace Defense Command (NORAD). Some U.S. officials even explored removing Canada from the Five Eyes intelligence alliance.
Canada’s response was swift and multi-layered. Provinces moved to ban American liquor, while the federal government announced a CA$1.3 billion border security plan and the appointment of a 'fentanyl czar' to address U.S. grievances. Despite a temporary delay negotiated in February, tariffs took effect on March 4, 2025, triggering immediate retaliatory measures from Ottawa. The standoff persisted until February 2026, when the U.S. Supreme Court ultimately struck down the tariffs in Learning Resources, Inc. v. Trump, ending a period of profound economic and diplomatic instability for the continent.
