In short: Founded in 1997 to honor a statesman’s legacy, the Biju Janata Dal transformed Odisha’s political landscape. By prioritizing regional identity over national party lines, it maintained dominance for decades. Yet, its strategy of shifting across the political spectrum eventually faced a dramatic reversal in the 2024 general elections.

The Biju Janata Dal (BJD) emerged on 26 December 1997 as a breakaway faction from the Janata Dal, driven by internal conflicts and a desire to uphold the legacy of Bijayananda (Biju) Patnaik. Under the leadership of his son, Naveen Patnaik, the party sought to fill a void for a dedicated regional voice in Odisha. Its primary objective was to champion Odia nationalism, address local socio-economic challenges, and provide a distinct alternative to the national dominance of the Indian National Congress and the Bharatiya Janata Party (BJP).

For much of its history, the BJD’s political positioning was remarkably fluid. While it initially formed alliances with the BJP, including seat-sharing arrangements that saw BJD members serve in Atal Bihari Vajpayee’s council of ministers, the party later adopted a policy of equidistance. By 2009, following the Kandhamal riots, the BJD severed ties with the BJP, citing concerns over communalism. Since then, it has maintained a neutral stance, occasionally leaning left or right to align with the shifting moods of the Odisha electorate, a strategy that secured consistent electoral victories for over two decades.

The party’s governance model focused heavily on infrastructure, poverty alleviation, and welfare programs, which helped it maintain strong grassroots support. This approach led to significant electoral success, notably in 2014, when it secured 20 of Odisha’s 21 Lok Sabha seats and 117 of 147 state assembly seats. However, the party’s long-standing dominance encountered a major setback in 2024. In a significant shift, the BJD lost all its Lok Sabha seats and the assembly election to the BJP, marking a pivotal moment in the state's political history.
