How India builds roads in the world's most hostile and inaccessible mountain terrain
In short: The Border Roads Organisation is a unique military-civilian hybrid tasked with building infrastructure where private companies refuse to go. From icy Himalayan peaks to remote foreign territories, this agency constructs strategic roads, tunnels, and airfields, often under extreme environmental conditions and security threats, to secure India's borders and connectivity.
Established on 7 May 1960, the Border Roads Organisation (BRO) functions as a statutory body under India's Ministry of Defence. It serves a dual purpose: securing national borders and fostering socio-economic development in remote regions. The organisation operates through 18 distinct projects, including Dantak in Bhutan, and maintains a presence across 19 states and three union territories. Its workforce is a complex blend of military personnel from the Indian Army Corps of Engineers and civilian staff from the General Reserve Engineer Force (GREF).
The BRO is frequently deployed to environments shunned by private enterprises due to severe security risks or daunting geography. Whether clearing snow from mountain passes or constructing heavy-load bridges capable of supporting tanks, the agency operates in areas prone to landslides and avalanches. In November 2021, the BRO achieved a Guinness World Record for the highest altitude road at Umling La in Ladakh. Beyond India, the agency has completed significant international projects, such as the Delaram-Zaranj Highway in Afghanistan and the restoration of air bases in Tajikistan.
Efficiency is a core mandate, with the BRO often completing road construction at a significantly lower cost per kilometer than private contractors. To maintain this edge, the organisation collaborates with the Council of Scientific and Industrial Research to implement innovations like temperature-resilient bitumen and geotagged navigation for snow-clearing machinery. Despite the inherent dangers—which have claimed the lives of personnel in regions ranging from Afghanistan to the northeast—the BRO remains a vital instrument of India's strategic policy, ensuring year-round connectivity through ambitious tunnel projects and rapid disaster response.
