In short: Hillsborough County is a political heavyweight in the I-4 Corridor. For decades, it acted as a reliable predictor of American leadership, voting for the winner of every presidential election from 1964 until 2012. But as Florida's political landscape shifts, this once-predictable county is breaking its long-standing streaks.

Located in west-central Florida, Hillsborough County is anchored by its largest city, Tampa. It is the fourth-most populous county in the state and the most populous outside the Miami metropolitan area. As of a 2021 estimate, the population reached 1,512,070, growing at an annual rate of 1.34%—a growth speed that exceeds the total populations of 12 different U.S. states according to 2019 estimates.

The county's political identity is defined by its position in the I-4 Corridor, a region between Tampa Bay and Orlando that historically decides Florida elections. For much of the late 20th century, Hillsborough was a quintessential bellwether. It has voted for the winner in every election since 1928, with only two exceptions: 1992 and 2016.

Recent shifts have disrupted these historical patterns. Donald Trump was the initial Republican to secure a presidential victory without winning Hillsborough County since Calvin Coolidge did so in 1924. More recently, the Democratic streak was broken in 2024 when Trump carried the county by 3.05%, reflecting broader political trends across the state of Florida.

The county's governance is structured under a home rule charter approved by voters in September 1983. This system divides power between a legislative branch, the Board of County Commissioners, and an executive branch. The board also serves as the Environmental Protection Commission and oversees various authorities, including Tampa Bay Water and the Aviation Authority.
