In short: The Liga de Expansión MX was created to rescue struggling clubs, yet it has become the center of a complex power struggle. From court rulings to legislative intervention, the league's path toward promotion and its relationship with the top-flight Liga MX remain in constant, high-stakes flux.

The league operates with sixteen clubs, split into two tournaments annually: the Apertura, running from July through December, and the Clausura, from January to May. Each tournament culminates in a knockout phase called the Liguilla, where the top eight teams compete for the title. Despite its role as a development ground, the league has faced significant instability regarding its connection to the top tier of Mexican football.

The tension reached a boiling point when a group of clubs challenged the lack of promotion to Liga MX in the Court of Arbitration for Sport. Although the court ruled in September 2025 that promotion should return for the 2026–27 season, the Federation subsequently finalized regulations that effectively closed the league model. This decision ignored the court's directive, prompting a fierce reaction from member clubs. By August 2026, the Federation proposed a new model that would elevate the Liga de Expansión to the top tier of its own system, while simultaneously finalizing the separation of Liga MX as a closed, franchise-based entity.

The conflict has now moved into the political arena. In September 2026, a legislative proposal was presented in the Mexican Senate by the Movimiento Ciudadano party. This bill aims to mandate a promotion and relegation system across all professional sports leagues in the country with multiple divisions. With broad support from representatives across the political spectrum, the legislation could legally force the integration of the two tiers, potentially overriding the Federation's current plans to maintain a closed-league structure. As of late 2026, the future of the league remains caught between corporate strategy and impending federal regulation.
