The border city where a single white flag led to a fatal battle
In short: In 1918, a misunderstanding at the U.S.-Mexico border turned a routine crossing into a violent skirmish. While rumors blamed German agents, the true cause was much more local: a growing tension over how border crossers were being treated by authorities.
The Battle of Ambos Nogales erupted on August 27, 1918, at approximately 4:10 pm. The clash started by accident after a Mexican citizen tried to re-enter Mexico without reporting to the American Customs office. What followed was a rapid escalation involving U.S. Army soldiers from the 10th Cavalry and 35th Infantry, alongside Mexican civilians. The fighting grew so fierce that Félix B. Peñaloza, the Mayor of Nogales, Sonora, died while trying to indicate a ceasefire using a white cloth or flag.
During the height of World War I, widespread hysteria led to allegations that German agents were orchestrating the violence and leading Mexican troops into battle. However, an investigation by Army officials from Fort Huachuca, Arizona, found no evidence of German militants. Instead, researchers traced the unrest to the treatment of Mexican border crossers by the U.S. Army during the preceding year, particularly since the U.S. Border Patrol had not yet been established in 1924.
Following this combat, the scenery changed forever as the initial enduring barrier was erected between both towns. The city's resilience is reflected in its official title, Heroica Nogales, a distinction granted in 1961 after municipal leaders successfully petitioned Congress. Today, the city remains a vital economic engine, serving as the largest border crossing for Mexican fresh produce, with 37% of all such imports to the U.S. passing through this specific port of entry.
