A tea shop owner turned three-time Chief Minister navigates Tamil Nadu's complex political landscape
In short: Ottakarathevar Panneerselvam rose from humble beginnings to lead Tamil Nadu three separate times. Often serving as a loyal placeholder for his mentor, his career eventually culminated in a bitter, high-stakes power struggle that reshaped his party's leadership structure and ultimately led him to switch political allegiances entirely.
Born in 1951 in Periyakulam, Panneerselvam began his political journey in 1973 by joining the All India Anna Dravida Munnetra Kazhagam. Before his rise to state-level prominence, he served as the chairman of his local municipality. His political trajectory became inextricably linked to J. Jayalalithaa, the party's general secretary. He famously served as Chief Minister on three occasions, each time acting as a surrogate for Jayalalithaa when legal challenges barred her from office. His third term, however, began under the somber circumstances of her death in December 2016.
The stability of his position fractured in 2017 when he openly challenged the leadership of V. K. Sasikala, claiming he had been coerced into resigning his post. This sparked a protracted internal conflict within the AIADMK, pitting Panneerselvam against Edappadi K. Palaniswami. The struggle centered on the party's governance model, with a push to abandon the dual-leadership system in favor of a unitary structure. By 2022, the party's general council moved to consolidate power under Palaniswami, leading to the expulsion of Panneerselvam for alleged anti-party activities.
The legal battles that followed reached the Supreme Court of India, which repeatedly upheld the party's internal decisions to favor Palaniswami's leadership. These rulings effectively solidified the unitary command, leaving Panneerselvam sidelined. His long association with the AIADMK finally concluded in February 2026, when he vacated his legislative seat and transitioned to the Dravida Munnetra Kazhagam. Throughout his career, he also managed the state's finances, presenting the budget 11 times, though his tenure was not without controversy, including allegations involving a sand mining baron's financial records.
