A Texas residential project faces intense political scrutiny over claims of religious exclusivity
In short: Initiated by the East Plano Islamic Center, the EPIC City development in Texas sparked a firestorm of controversy. Despite developers insisting the project is an inclusive neighborhood, it has faced state investigations, lawsuits, and accusations of attempting to implement Sharia law, leading to a rebranding and ongoing legal battles.
The EPIC City project, situated on 402 acres near Josephine, Texas, was launched in 2024 by the East Plano Islamic Center. Managed by Community Capital Partners, the development was designed to include over 1,000 residential units, a school, and a community college. Within days of its reveal, more than 500 lots were reserved. However, the project quickly became a lightning rod for political opposition, fueled by online characterizations of it as a Sharia-compliant city.
Texas Governor Greg Abbott and other officials launched multiple investigations into the development, citing concerns over potential discrimination and the application of non-American legal systems. In June 2025, Abbott signed House Bill 4211 to mandate that legal disputes in such developments be resolved by Texas courts. While developers have consistently denied plans to implement Sharia law or restrict ownership to Muslims, they have faced significant regulatory hurdles, including a securities fraud lawsuit filed by Attorney General Ken Paxton in December 2025.
Amidst the mounting pressure, the project was renamed 'The Meadows' in January 2026, with organizers pledging to include multiple places of worship and full compliance with all laws. Despite these adjustments, federal and state scrutiny continues, with investigations into potential housing discrimination regarding marketing practices. The controversy highlights broader tensions surrounding intentional communities, which exist elsewhere in North America, such as Hasidic villages in New York and Quebec, or other Muslim communities in South Carolina and New York.
