A single street name became a tool for redrawing Missouri's political map
In short: In 2026, Missouri voters will decide the fate of a redistricting plan that dismantled a stronghold for Democrats. At its heart lies a map that uses a historic symbol of segregation as a boundary line, sparking a high-stakes legal battle over when and how a state can redraw its power.
The controversy centers on a 2025 redistricting act signed by Governor Mike Kehoe. The plan aims to secure one additional seat for Republicans in the 2026 U.S. House elections. To achieve this, the map dismantles the strongly Democratic-leaning 5th district and splits the voters of Jackson County across three different districts. Troost Avenue, which represents a legacy of Kansas City's racial segregation, serves as the boundary separating the 4th and 5th districts on the map.
The move faced immediate legal and public resistance. A group called People Not Politicians Missouri gathered over 300,000 signatures to initiate a veto referendum. While the Missouri Secretary of State initially refused to place the measure on the ballot, the Missouri Supreme Court eventually ruled in a 4–3 decision that the referendum was constitutional. The court clarified that while the state constitution requires redistricting to occur after a census, it does not explicitly prohibit it from happening at other times.
The political stakes are high. Reports suggest the Trump administration urged Republican leaders to redraw boundaries to protect the 2026 legislative agenda. The new map also shifts the 2nd district further into Southern Missouri, projected to increase Donald Trump's margin of victory from 8 points to 11 points. As of late 2025, the map has been subject to a dizzying series of emergency stays and injunctions between state and federal courts, leaving the 2022 map in effect for the upcoming November 3, 2026, election.
