The man who broke North American football's salary ceiling
In short: In 1991, Rocket Ismail did something unprecedented: he skipped the first overall pick of the NFL draft to sign a contract that shattered every existing pay scale in professional football. His move created a 'marquee player' loophole that redefined how sports leagues handle superstar wealth.
Before entering the professional ranks, Raghib "Rocket" Ismail was a generational talent at Notre Dame. A consensus All-American and track star who ran the 55 meters in a world-record pace of 6.07 seconds (the tenth fastest ever at that time), he was projected as the No. 1 overall pick in the 1991 NFL draft. However, Ismail chose to sign with the Toronto Argonauts of the Canadian Football League (CFL) instead.
The deal was a financial earthquake. Purchased by Bruce McNall alongside Wayne Gretzky and John Candy, the Argonauts offered Ismail $18.2 million over four years. At a time when the highest-paid NFL player, Joe Montana, earned roughly $3.25 million per year, Ismail’s average annual salary of $4.55 million was unprecedented. To accommodate this, the CFL utilized a "marquee player" exemption that allowed his massive contract to exist outside the league's $3.0 million team salary cap.
While the move made him a pioneer, it was fraught with complexity. Ismail struggled with the Argonauts' performance and faced controversy over a sideline brawl in 1992. He eventually returned to the NFL, playing for the Raiders, Panthers, and Cowboys. Despite the turbulence of his career—including a major ACL tear and a neck injury that led to his retirement in 2003—Ismail remains a landmark figure for how individual leverage can force structural changes in sports economics.
Today, Ismail has transitioned from the field to public speaking and media. He often reflects on his journey, which included significant personal shifts including converting to Christianity as a teenager after his father's death. His legacy is defined by that singular 1991 decision to prioritize a record-breaking contract over traditional draft security.
