In short: After being dissolved in 2002, the Hanoi Public Security team has undergone a radical transformation. Following a rebranding and strategic recruitment, the club has transitioned from a period of relegation and scandals to clinching championships immediately after their return to the top flight.

The club's history is marked by dramatic shifts in identity and status. Originally founded on 10 October 1956 following a directive from the Minister of Public Security, the team was established to represent the capital. For decades, it was a prominent force in Northern Vietnam, maintaining a fierce rivalry with the military-run Thể Công team. Its early success included defeating Thể Công in the 1957 Northern Region A League finals. This victory helped cement the club's reputation within the Northern Vietnamese football community.

The club faced a significant crisis in the late 1990s, struggling with betting scandals and point-borrowing issues that led to relegation in 1992. By 2002, the team was dissolved entirely and its players transferred to Vietnam Airlines. It remained absent from professional football for nearly 20 years until the formation of Công An Nhân Football Club in 2008, and its subsequent rebranding to Công An Hà Nội in November 2022. The squad's absence lasted nearly five decades before its modern resurgence. During its initial years, the team was often referred to as the capital's representative.

This rebranding, directed by General Tô Lâm, signaled a new era of dominance. By recruiting over 20 new players, including stars like Nguyễn Quang Hải, the club achieved a rare feat: winning the V.League 1 championship in their very first season after promotion in 2023. This rapid ascent has created a new rivalry with Hanoi FC, particularly after the club signed key players like Đoàn Văn Hậu, challenging the established hierarchy of Vietnamese football. The club's recent success extends to regional competitions, including the ASEAN Club Championship. They have also secured qualification for the AFC Champions League Two following their domestic triumphs.
