In short: In the Belgian football pyramid, winning the league doesn't always guarantee you a spot in the top flight. Since 2016, a series of structural shifts has transformed the second division from a traditional league into a complex web of playoffs and shifting team counts.

The Belgian football landscape underwent a massive structural overhaul in 2016. The Royal Belgian Football Association replaced the long-standing Belgian Second Division with the Belgian First Division B. This change was part of a wider reorganization that reduced the total number of professional clubs in the country to 24. Crucially, the second level was drastically scaled down, containing only 8 teams during its initial era.

This new era introduced a radical departure from the previous system. Between 1973 and 2016, the winner of the second division was guaranteed promotion to the first division. However, under the new rules, winning the league no longer ensures an ascent to the top tier. Instead, the competition was split into two 15-game periods. The winners of these periods would face each other in a final to determine the champion and the promoted team.

The complexity of the league has only grown with time. From 2016 to 2020, the season used two separate competitions where the winners met in a two-legged playoff. By the 2022–23 season, the league expanded to 12 teams to accommodate U23 teams joining the regular competition, and it was renamed the Challenger Pro League. Most recently, for the 2023–24 season, the league expanded again to 16 teams, introducing a system where four teams from the top tier play in separate competitions before joining the regular league.

These shifting formats have created a volatile environment for clubs. For instance, in 2017, Lierse was crowned champion of the league but was denied promotion because they failed to win an individual period. As the league continues to evolve, the rules regarding U23 teams and promotion playoffs remain a central, evolving feature of the Belgian football hierarchy.
