In short: For decades, Scottish football was fractured by competing leagues and power struggles. From the birth of the original league in 1890 to the high-stakes boardroom battles of 2013, the path to a single unified structure was paved with failed mergers, breakaway threats, and the intense pursuit of commercial revenue.

The roots of the modern Scottish Professional Football League (SPFL) stretch back to 1890, with the formation of the Scottish Football League (SFL). Over the next century, the structure evolved through several iterations, including a three-division system introduced in the 1975–76 season and a four-division setup by 1994–95. However, the late 20th century brought fragmentation. In 1997, top-tier clubs broke away to form the Scottish Premier League (SPL), driven by a desire to control their own commercial revenues and broadcasting contracts, rather than sharing SFL funds proportionally across all divisions.

By the late 2000s, financial pressures and declining international competitiveness prompted calls for reform. A 2010 review led by former First Minister Henry McLeish suggested a single league body, but progress was stalled by the power of individual clubs; just two SPL clubs could block major structural changes. The tension reached a breaking point in 2013. An initial proposal for a 12–12–18 structure failed when Ross County and St Mirren voted against it. Subsequent negotiations were fraught, with lower-tier clubs even threatening to form a separate 'SPL2' league.

The deadlock finally broke in June 2013. A formal vote on 12 June saw 23 clubs support the merger—just one more than the required number. This led to the official creation of the SPFL in late June, with the new four-tier structure (Premiership, Championship, League One, and League Two) officially announced on 24 July 2013. Today, the SPFL operates as a corporation owned by its 42 member clubs, with a board of directors overseeing the daily operations of the national men's association football league.
