The political legacy of a Haryana heavyweight and his land-grab controversies
In short: Bhupinder Singh Hooda rose from a freedom fighter's lineage to become a dominant force in Haryana politics. While he championed agricultural growth and structural reforms, his tenure was later overshadowed by massive allegations of land-grab conspiracies and corruption that still haunt his political legacy.
Bhupinder Singh Hooda, born in 1947 in the Rohtak district, inherited a political pedigree from his father, a renowned freedom fighter. His career was defined by a long-standing rivalry in the Jat heartland, where he defeated Ch. Devi Lal in three consecutive Lok Sabha elections (1991, 1996, and 1998). Hooda served as the Chief Minister of Haryana from 2005 to 2014, a period marked by a significant political shift in 2009 when he led the Congress party back to power for the first time since 1972.
During his leadership, Hooda was tasked with high-level national responsibilities, including chairing the Working Group on Agriculture Production in 2010 under Prime Minister Manmohan Singh. He was also a figure of international diplomacy, representing India at conferences in the USSR, China, Japan, and South Korea. Within his own party, he was known as a vocal supporter of structural reforms and was a member of the G23 rebel leaders group, seeking to reconcile internal party divisions.
However, his legacy is deeply complicated by a series of high-profile corruption investigations. The Central Bureau of Investigation (CBI) has scrutinized him for multiple scams, including the Gurugram-Manesar IMT land scam and the Robert Vadra DLF land grab. A 2019 preliminary inquiry suggested a criminal conspiracy where land was deliberately notified for public purposes to allow private builders to acquire it at 'throwaway prices.' While he has been chargesheeted in the Manesar-Gurugram case, several other investigations into land grabs and drug purchase scams remain ongoing.
Today, Hooda remains a central figure in Haryana politics, currently serving as the Leader of the Opposition in the Legislative Assembly. His career serves as a study in the duality of Indian governance: the ability to drive large-scale agricultural policy and international representation while simultaneously navigating the systemic pitfalls of land-use corruption and political machinery.
