In short: To survive in a world of high-tech theft, Major Motoko Kusanagi was engineered to blend in. Her body is a mass-produced model, intentionally designed by creator Masamune Shirow to ensure she wouldn't be conspicuous—or harvested for her unique internal components.

Despite her status as a powerful cyberhero and field commander of Public Security Section 9, Kusanagi's physical form is a strategic choice. Her electrical and mechanical systems feature specialized parts unavailable on the civilian market, yet her exterior was designed as a mass-production model. This paradox allowed her to operate without drawing attention, preventing her from being targeted for her high-end internal technology.

The character's evolution reflects a tension between physical youth and mental maturity. While the 1995 anime adaptation by Hiroyuki Okiura depicted her as a strong, youthful cyborg, Okiura noted that her human mentality is considerably older than her appearance suggests. This distinction highlights a core theme of the series: the separation of a biological consciousness from a synthetic, high-performance shell.

Kusanagi's identity is further obscured by her history. Her name is considered an obvious pseudonym, translating roughly to 'Elemental Girl Excalibur,' and she has stated she does not remember her birth name. While she has lived in cyborg shells since birth and earned her rank in the JGSDF, her early history remains largely hidden, often revealed only through the perspectives of others rather than her own narrative.

Her role as a 'bisexual icon' and a complex feminist figure is also central to her legacy. Scholars and critics have analyzed her body as a site of gender and technology, noting that while she is overtly feminine, her autonomous subjectivity results in a body that cannot menstruate. She represents a transition toward a new form of reproduction and evolution, where the 'ghost' transcends the limitations of the flesh.
